Frailey served as the head swim coach at American University for 16 seasons before taking the position of Director of Athletics, a title which he held for 23 years. As the swimming coach, Frailey guided his Eagles to six conference championships and never once had a losing season. After taking over as head of the Athletics Department, Frailey became one of the founding members of the Colonial Athletic Association and was a member of the NCAA Executive Committee. Frailey was also the man behind American’s move to the NCAA Division I level and helped to upgrade the entire athletics program.
Frailey received his bachelor's from the College of Arts and Sciences in 1949 and went on to receive his master's from the College of Arts and Sciences in 1964.
